SURABAYA STATE ELECTRONICS POLYTECHNIC
PENS was founded in 1985. At the time, the Japan International Cooperation Agency (JICA) study team for technical assistance and cooperation, led by Prof. Y. Naito, was at this polytechnic. In 1986 JICA carried out observations and feasibility studies and decided to conduct technical cooperation by sending five Indonesian teachers to Japan's higher technology universities.
