The joint venture would allow the band and Harper-Swakum Corporation to buy land and have it changed from a municipality/provincial designation into a federal designation. The only way the First Nation band will cooperate is to have the land transferred into a band members name and added on the Federal Land Registry in Ottawa. Once the land is transferred which takes 6-18 months to complete. Harper-Swakum Corporation can acquire further funding and prepare a marketing campaign to sell the proposed subdivision lots.
